NAPOLEON MAYOR ASKS FOR TERMINATION OF AGREEMENT WITH BISHER

Mayor Ron Behm asked Napoleon city council to terminate the employment agreement with former city manager John Bisher.  The mayor stated that not only does he have confidence in current City Manager Monica Irelan; but Behm has concerns with some discrepancies with Bisher’s information and involvement in the new water plant project.  Behm’s recommendation was for council to immediately end the employment agreement with Bisher.  Council went into executive session to discuss, but no action was taken.

Also last night, Napoleon Council discussed the professional design services contract for the Park Street improvements.  The project will be split into 3 sections between Riverview and Glenwood over 3 years.  This will allow for possible grant dollars to be used.

In other action, an ordinance on amending the employee manual was approved on 1st reading by a vote of 4 to 3.  There were some questions on the discount prices for the swimming pool and golf course.

A resident on Highland Avenue requested the prohibited parking be changed from the East side of the road to the West side to accommodate the newly installed mailboxes.  The measure was approved on first reading, but the city will seek communication with other residents of Highland Avenue.

And a $300-dollar donation from the Napoleon Police Officers association was approved for the SafetyCity program.
